Public/Public Personnel Administration Graduate Certificates


Indiana State University offers graduate certificate programs in public administration and public personnel administration for students or working professionals who want to continue their education or obtain an additional certification that can be applied toward the master of public administration (M.P.A.).

  • Each of the PA certificate programs is a 12-credit-hour program that can be that can be completed entirely online.
  • Students are awarded a PA Graduate Certificate upon completion of four courses, which can be completed in two semesters, or in one semester and a summer session.
  • Credit earned in either certificate program may be applied toward the master of public administration (M.P.A.).

Required Courses:

All courses are offered online. On-campus visits are not required. High-speed Internet access is required.

Admission Requirements:

This program is open to in-state and many out-of-state students. This program is closed to all students residing abroad (including international students) except for U.S. military and State Department personnel and their family members with APO/FPO addresses.

Indiana State University encourages submission of applications from students with professional experience in public and/or nonprofit administration or management.

Applicants must satisfy the following minimum requirements:

  • Hold a bachelor degree in any field and an undergraduate grade point average of at least 2.75 from an accredited institution of higher learning, documented by the student's transcripts


The University is accredited by the Higher Learning Commission (HLC).

The Public Administration Program was established as a semi-autonomous unit within ISU's Department of Political Science in 1976. The full-time director of the public administration program manages both the M.P.A. degree program and the two PA certificate programs, and advises students. The program is currently a member of the National Association of Schools of Public Affairs and Administration (NASPAA) and is associated with the American Society for Public Administration (ASPA).

Application Instructions:

Graduate Record Examination test scores, or scores from other standardized examinations, are not required although the applicant may at his or her discretion submit test scores for consideration. All test scores for the General Tests of the Graduate Record Examination (GRE) submitted for consideration are to be sent to: Indiana State University, Graduate Admissions, Welcome Center, 318 North Sixth Street, Terre Haute, IN, 47809.
  4. Submit a nonrefundable application fee of $45.00 (U.S. citizens and permanent residents) or $65.00 (international students) payable by Visa, MasterCard, or check or money order payable to Indiana State University. Submit payment to: Indiana State University, Graduate Admissions, Welcome Center, 318 North Sixth Street, Terre Haute, IN, 47809.
  5. International applicants may be required to demonstrate competence in that language. In such cases, the applicant will be requested to submit official scores for the Test of English as a Foreign Language (TOEFL) or provide equivalent evidence of language proficiency.   6. Students who are admitted will be notified by the University. Admitted students will also receive information that will permit them to enter and use the MyISU Portal, the University's Sycamore Login information system. After consultation with the M.P.A. director, students may then use the system to enroll online. Note: Returning ISU students must apply for re-admission if they have not attended ISU for more than two calendar years.


The Public Administration Graduate Certificate Program accepts applications for student enrollment throughout the year. There are no application deadlines. Applicants should receive admission decisions from Public Administration Program within one full calendar month of the application submission.

Financial Aid & Assistance:

Graduate students may be eligible for federal student loans if they are admitted into graduate degrees (or first-time teacher certification programs) and meet other eligibility requirements. Certificate programs are not eligible for financial aid. Private alternative loans can help students pay college expenses that may not be covered by federal loan programs or other financial aid.
