Standard for
Faculty/Staff Computer Purchases

Who is Affected by this Standard: All faculty and staff at Indiana State University.

Why We Have this Standard:

  1. Insure faculty and staff have the computing equipment to perform their job function
  2. To manage the total cost of ownership of computers from all cost aspects: purchase, support, maintenance

Summary of Standard:

ISU will promote the purchase and support of faculty and staff computers that are standard configurations. Non-standard purchases will be made following a review and approval process, with appropriate reporting of these exceptions.

Definitions:

  1. Standard Computer: A computer model chosen by OIT and Purchasing to meet the needs of most faculty and staff. Each standard computer model is selected with specifications satisfactory to remain in service for four years under most circumstances. Typically, a standard computer is a desktop, a laptop, an ultrabook, or a tablet.
  2. Upgrade: A standard computer for which a customer has requested one or more non-standard components, resulting in an increased cost.
  3. Non-Standard Computer: A computer model not identified in the current year or prior years as an ISU standard computer.

Responsibilities:

Purchasing:

  1. Guide and participate in the identification of alternatives and the procurement and contracting for faculty and staff computer hardware
  2. Produce or assist in the production of reports of purchases for senior management and OIT

OIT:

  1. Initiate and lead the efforts to identify and choose alternatives for faculty and staff computer hardware
  2. Provide outstanding support for standard and upgrade configurations
  3. Identify and review exception requests
  4. Partner with Property Accounting and OIT customers to create and maintain accurate and complete inventory records
  5. Re-assess the four-year faculty refresh cycle periodically in light of support and replacement experience, changing customer needs, software capabilities and requirements, and cost and budget considerations

Chairs, Unit Heads, Deans, AVP’s , VP’s :

  1. Support the purchase of standard computers, minimizing exceptions unless truly necessary
  2. Support the concept of one computer per person.
  3. Insure that computers are assigned to a person.
  4. Insure accurate and complete inventory records
  5. Support administrative staff by purchasing a new computer for administrative staff every four years.
  6. Support the prompt return of a computer replaced by a new unit when the installation is complete.

Standards:

  1. Faculty and staff will receive one new computer as a primary work device every four years.
  2. The standard is for faculty and staff as much as possible to have one and only one computer.
  3. Standards for computers will be identified each year by OIT and Purchasing, with input from campus constituents.
  4. Purchase of an upgraded computer must be reviewed by OIT and approved by the department chair or unit head
  5. Purchase of a non-standard computer must be approved by the Dean, AVP or VP level. Such purchases will be paid for entirely by the requesting department.
  6. Standard and upgraded computers will be supported by OIT. Support includes hardware repair.
  7. Non-standard computers will have limited support:
    1. Best effort basis, which is dependent in part on other support priorities at the time support is requested; knowledge and capability of OIT staff; and/or spare part availability
    2. Spare parts will not be stocked for non-standard computers

Exceptions to Standards:

The following constitute exceptions to standards, and will have to use the appropriate exception request form prior to purchase.

  1. Purchase of more than one computer for an individual
  2. Purchase of a new computer without the return of the computer(s) presently assigned to an individual after the installation of the new computer
  3. Purchase of any computer except a standard computer
  4. Purchase of a special purpose computer, i.e., not assigned to a single staff member
  5. Replacement of a machine that is less than four (4) years old.

Note: The requestor will have to show the exception meets EPEAT silver or gold standards, or there is no computer which will meet EPEAT standards that will meet the job requirements if requesting a nonstandard computer or tablet.

Approval of Exceptions:

Affirmative Action:

Medical exceptions must first be approved by Affirmative Action.

Go to Affirmative Action Website for information. An approval letter from Affirmative Action is required prior to granting a medical exception. Affirmative Action issues a letter to the employee and Supervisor on all approved accommodations. A copy of this letter is necessary for approval.

Dean/AVP:

  1. Purchase of more than one computer for an individual
  2. Purchase of a new computer without the return of the computer(s) presently assigned to an individual after the installation of the new computer
  3. Purchase of any computer except a standard computer
  4. Purchase of a special purpose computer, i.e., not assigned to a single staff member

Other Considerations Related to This Standard:

The end user must insure the device is password protected for all nonstandard computers and tablets
