The Curriculum and Academic Affairs Committee (CAAC) met 19 times during the academic year and another meeting is scheduled.

Program Review

CAAC reviewed and acted on modifications of 28 programs including modifications or revisions of 14 majors or degree programs, 7 minors, and 7 options, concentrations, emphases, or licenses. Embedded in modifications of degree programs (particularly those in education) were discontinuations of majors or endorsements. One Associate of Arts program was suspended and one new minor was recommended for approval.


CAAC endorsed the recommendations from General Education Council for the approval of 3 new General Education courses and 7 General Education Capstone Courses.  CAAC also approved a set of recommendations from the General Education Council for actions that would be taken to address General Education Courses that do not pass the Council’s review process. New course prefixes were approved to address the creation of new units from the Life Sciences Department and for courses that were previously in area under the discontinued Department of Humanities. A summary of the actions CAAC took addressing programs and courses is presented in Appendix B attached to this document.


CAAC has found that the revision of the Curriculum Approval Procedures Manual has expedited curricular review and allowed the Committee to address broader issues. The difficulties that have arisen with the new procedures have been few. However, two sources of difficulty were encountered and generated recommendations that were included in the review of the CAPS Manual.  The first difficulty that the Committee encountered was typographical errors or mistakes in the accuracy of the documentation that were not detected prior to reaching CAAC.  The second difficulty arose because resource issues increasingly affect curricular review and were not directly addressed in the administrative revise and approval of the program..


The majority of curricular proposals were reviewed and accepted by the CAAC Executive Committee that allowed meeting time to address issues impacting curricular and academic affairs.  Ex officio members attended meetings regularly and had valuable input in Committee discussions.  Good communication between CAAC and the General Education Council and the General Education Coordinator has continued.  The increasing number of capstone courses is a positive sign for full implementation of General Education 2000.


Charges From the Executive Committee and Action Taken on Each Charge


The Executive Committee forwarded five charges that were addressed by the Committee and three charges that addressed actions to monitor and address items that arise from the report Fulfilling the Promise—the Path to Pre-Eminence and related documents.


1.  Formalize relationships to Alliance for Experience, Excellence, and Engagement to assure CAAC involvement in curricular components of experiential learning and community engagement.


CAAC developed and exchanged a memo of understanding with the Alliance for Experience, Excellence, and Engagement.  The provisions are as follows:

·         The Alliance will have an ex officio representative to CAAC,

·          CAAC will have a liaison to the Alliance, and

·         The Alliance will report directly to CAAC for all undergraduate academic and curricular issues requiring review and approval.


2.  Receive information from programs using the new program review process and evaluate its effectiveness.  Coordinate with Grad Council and prepare a report to be submitted to Executive Committee.


The CAAC and Graduate Council subcommittee surveyed programs that have participated in the review process. The Subcommittee identified positive aspects of the review process and areas for improvement.  The following is a summary of their recommendations.


·         Greater attention to details of implementation, especially regarding necessary

factual information.


·         More time spent with a greater percentage of faculty and students.  It is a

 departmental responsibility to insure optimal participation.


·         Clarification of the role of the Internal Reviewer.


If a more tangible role cannot be identified for the IRs, the question of their use arises.  The appropriate committees should be charged to make a recommendation on this matter.


·        Clarification of Provost/Deans’ Leadership Roles


3.  Continue to investigate the use of student evaluations of teaching effectiveness on campus and in distance education courses, in consultation with CTL.


A CAAC Task Force was co chaired by Susan Kiger and Patricia Wheeler and worked with David Langley of the CTL.  The Subcommittee developed a report that made the following recommendations:


The University should take on the task of devising an assessment of teaching and learning that is aligned with our University vision for experiential learning and student engagement. The following recommendations are offered to facilitate this process:


1.        A steering committee should be formed to consider a means for including appropriate units in the conceptualization process. The Report of the Task Force on Assessing and Improving Teaching and Learning at Indiana State University document should be consulted, especially the implementation plan.  As part of the planning process, a means should be devised for seeking input from individual faculty, staff, and administration and for the wide distribution of proceedings resulting from that input.

2.        Full consideration should be given to departments regarding the type of data on student engagement that best serve the mission of the department yet are consistent with broader university initiatives. For example, the university should avoid a “one size fits all” instrument to assess teaching effectiveness in favor of a bank of items that allows faculty to choose items best aligned with the focus of their course.


3.        The instrument to be developed should be adaptable for both summative and formative applications. While summative uses of instruments on teaching effectiveness are long-standing, the instrument should provide usable feedback to the instructor on designing more appropriate environments for student engagement and experiential learning.


4.  Consider the role of internal and external certificate programs at ISU, and CAAC’s role in approving them and formulating policies for their development. (with GC)


The Registrar, Stacy Thomas, provided a report that examined the array of non-degree credentials including certificates, licenses/certifications, and concentrations. She also provided information about the certification programs currently listed by her Office. In addition to these other certificate programs were listed on the ISU website that were offered by individual departments but which had not been reviewed or recognized by the University. A policy statement had been developed in the 2001-2002 academic year. This policy addresses admission, enrollment, administration, advising, and recording of undergraduate certificate programs. The subcommittee has recommended that the policy be more widely promulgated and its provisions included in the University Bulletin.  It also recommended that a process of review and approval of certificates be incorporated in the CAPS Manual.


5.  Continue to recommend ways to streamline the curriculum approval process. (with GC)


CAAC in concert with the Program Review Committee of the Graduate Council conducted a survey to obtain information from all groups who regularly employ the CAPS Manual and from those who had recently completed program review. The survey produced suggests that can be summarized under five categories:


1)  Provide additional details in the Manual’s table of contents allow users to know which forms are used for particular purposes


2)  Place all forms in a format that would allow users to fill  them out on-line, save them easily, and transmit them.  Word format seems to be the logical choice


3)  Fix errors in the document language that were identified such as change units to colleges, etc. 


4)  Add minutes from groups that have deliberated and made recommendations to the materials included with proposed curriculum items.  Those minutes would allow committees that review the programs later in the process to understand what had been discussed in the prior reviews and place their recommendations in context. 


5)  Provide an annual training session for faculty, administrators, and staff that are involved in the curriculum approval process so that they know the proper procedures, the flow of documents through the process as well as the reporting requirements required for successful completion of the curriculum review and approval process.


Specific actions are recommendations have been developed to address each of the above suggestions.

As noted above, members of CAAC believe that the process of program review has been expedited under the revised CAPS Manual.  The recommendation that have been proposed by the Subcommittee examining the CAPS Manual will further contribute to streamlining the process.  It is also recommended that data on the time from the time at each level of review be monitored to ensure expeditious review.



There were no initiatives that addressed items that arose from the report Fulfilling the Promise—the Path to Pre-Eminence and related documents. Therefore there is no report regarding these charges.



Items that CAAC Addressed During the Academic Year


CAAC addressed a number of items that were brought before the Committee or arose from issues or documents the Committee received. These included:


·        Notebook Initiative

In developing its recommendation CAAC addressed three issues:

1.      the merits of the proposal in principle,

2.      the need for and components of an implementation and evaluation plan, and

3.      responsibility for development of the plan and provisions for oversight. 

The Committee endorsed a document that supported the proposal and requested information that addressed a more detailed plan that assessed key components of the initiative. CAAC also made recommendations that addressed the development and oversight of the initiative.



·        Memo of Understanding proposing division of the Life Sciences Department into two discrete units: Life Sciences and Ecology and Organismal Biology. 

CAAC considered the provisions of the memo of understanding over three meetings and recommended the division of the Department of Life Sciences according to the provisions of the memo of understanding. (7-1-0)


·        The issues of the COMPASS examination and placement of students in mathematics courses were addressed. Discussion emphasized that there are only two years of data so far and additional study will be necessary to assure a valid analysis.  The University needs to assure that students be made more aware of the seriousness of the process by taking steps such as providing students a web-based sample test or providing a study guide to aid them prepare for the test. The Committee also recommended that the test be scheduled during the freshman orientation period.


·        CAAC reviewed University participation in Credit by exam:  The Committee adopted the position that 63 hours may possibly be used for the BS and 30 for an Associate and 25% of the required credits may be through credit by exam, prior learning, etc.  It is imperative for students to check with their advisor on appropriate specific degree requirements. The reference in the catalogue to certification is been dropped.  (9-0-0)


·        CAAC approved a policy for determination of number of hours in a program major. It was decided that courses in the major that also meet the General Education Liberal Studies requirement will not be counted for the purpose of meeting the guideline for the minimum and maximum number of hours in a major. (8-0-0)


·        The Committee reviewed and discussed several documents that address academic matters including: Summary of the K-12 Efficiency Commission Report and additional information on the Efficiency Commission Report, Investing in Quality, and the NSSE. In considering the results of the NSSE the Committee raised issues or grade inflation and student workload. Also discussed was the Turnitin Software that searches submitted papers for plagiarism and the need for a statement to be on syllabi pertaining to academic honesty and plagiarism. These issues need further development and student input before positions can be developed and recommended.


·        Representaives from the career center presented material concerning the Internship Handbook.  Discussion centered on issues of supervision, grades, risk, liability insurance, and “Zero” credit internships.  Departments will need to sign off on current courses that have academic credit.  The document addresses most of the major concerns.
